What this office does
The College library supports teaching and student research across the five departments. It holds print collections in theology, community development, social work, business and computing, provides space for private and group study, and helps students find and reference the material their assignments require.

- Borrowing. Loans to registered students and staff on production of a valid College identity card.
- Study space. Reading areas for private study and for supervised group work.
- Research support. Help with finding sources, referencing correctly and using online academic databases.
Library & Learning Resource Center (LLRC)
1. Core Mandate & Operational Framework
The Wesley College Library & Learning Resource Center (LLRC) serves as the academic engine of the institution, providing physical and digital information resources to support teaching, learning, and research. Operating under the Office of the Deputy Principal for Academic Affairs (DPAA), the library ensures equitable access to knowledge assets while maintaining strict guidelines for resource preservation and academic integrity.

Core Responsibilities
- Collection ManagementSelecting, cataloging, indexing, and maintaining physical books, journals, periodicals, and special collections (e.g., Theology & Development Studies).
- Digital Information AccessManaging subscriptions to academic databases (e.g., JSTOR, Research4Life, INASP) and maintaining the Institutional Repository (IR).
- User Services & InstructionConducting Information Literacy Workshops, reference support, inter-library lending, and assisting students with research referencing styles (APA, Harvard, Chicago).
- Study Space ManagementMaintaining quiet study zones, group discussion rooms, and the Digital Learning Lab.
2. Standard Operating Procedure (SOP): Book Circulation, Fines & Institutional Clearance
Borrowing runs through four stages, from the checkout desk to the clearance signature required before examinations and graduation.

Item Checkout & Identification Verification
- Patron presents a valid Wesley College Student/Staff ID card at the Circulation Desk.
- Library staff verifies registration status and checks for outstanding fines or overdue books in the Library Management System (LMS).
- Allowance thresholds:
- Undergraduate / Diploma / Certificate Students. Up to 3 books for 14 calendar days.
- Academic / Administrative Staff. Up to 5 books for 30 calendar days.
- Short Course / Theology Students. Up to 2 books for 7 calendar days.
- Short-loan/Reserve Collection books can only be borrowed for 2 hours within the library or overnight (issued after 04:00 PM, returned by 08:30 AM next morning).

Renewals, Returns & Overdue Tracking
- Items may be renewed once for an additional 7 days, provided no other patron has placed a reservation hold.
- Books returned past the due date incur daily overdue penalties:
- Standard Collection. TZS 1,000 per book per day overdue.
- Reserve / Short-Loan Collection. TZS 500 per hour overdue.
- Email/SMS overdue reminders are automatically dispatched at Day 1, Day 3, and Day 7 post-due date.

Lost Item Protocol & Replacement Invoicing
- Books overdue by more than 14 days are declared Deemed Lost.
- Patron borrowing privileges are automatically suspended across all college libraries.
- Patron receives an invoice comprising: Current Replacement Cost of Book + 30% Processing/Cataloging Fee + Accrued Overdue Fine

End-of-Semester & Graduation Library Clearance
- Students must obtain physical and system clearance from the Chief Librarian before sitting for final examinations, receiving semester transcripts, or graduating.
- All borrowed materials must be returned and all accrued fines settled at the Accounts Office before the Library Clearance Form (WC-LIB-CLR-01) is signed and stamped.
3. Borrower Eligibility & Loan Limits
Borrowing privileges are granted only to patrons presenting a valid Wesley College Identification Card. Loan limits and durations vary by patron category and collection type:

4. Library Code of Conduct & Rules of Engagement
The rules below apply throughout the library, including the PC Lab and the group study rooms.
